Job Description

NAOVI is seeking a Sr. Competencies and Performance Analyst to assist the government with the following task:

Primary responsibilities:

  • Provide strategic workforce planning expertise to the US Intelligence Community (IC) with a focus on workforce modernization and mobility.
  • Develop and implement with IC partners career path roadmaps for specific IC professions; re-evaluate roadmaps as needed.
  • Develop methods to formalize professions and identify measures to track progress of these efforts.
  • Organize and facilitate interagency community of practice quarterly meetings.
  • Create competency models and identify developmental or training activities by proficiency level.
  • Collaborate with IC subject matter experts and working groups on human capital priorities.
  • Develop workforce upskilling strategies.
  • Refine and update content in IC-wide competencies library.
  • Consult on best practices in workforce analysis.
  • Advise IC agencies on human capital policy, the workforce of the future, and other long-term goals.
  • Conduct data-driven research and analysis.

Qualifications:

  • Requires a TS/SCI with CI Polygraph. - Required
  • Requires a BS/BA with 18+ years, a MS/MA with 10+ years or no degree and 24+ years of experience.
  • Experience developing core and leadership competency models.
  • Experience conducting skills-gap analysis and developing upskilling strategies.
  • Experience planning and implementing career paths.
  • Strategic workforce planning experience.
  • Expertise related to advancing foundational competencies in AI within workforce(s).
  • Microsoft Office proficiency.

Desired:

  • Human resource process improvement experience.
  • Organizational change management experience.
  • Previous experience leading communities of practice and/or working groups.
  • Strategic communications.
